The big change that needs to come is for the tickets to stick; officers so rarely show up to court and tickets get dismissed and never end up on their driving record.

I think that having a video dash cam hooked up to a black box would be a great start.  Complaints could be time-stamped and then the video checked.  Hook the horn up to the black box as well and have each beep  time-tamped and saved to be checked by someone in the enforcement division.  Give the taxi driver a fine if they honk the horn for no good reason not related to a necessary instance of avoiding a collision.  This goes for all livery and busses as well.

I suppose this is too expensive to implement but in the mean time they could make all taxi, limo, and bus drivers sit on a copper mesh mat and hook the horn up to a 10,000v cattle prod.  They could honk the horn all they want but they'd have to PAY for it with a painful shock the next time the vehicle came to a complete stop.  I can dream can't I?
