I know working bikes, West Town and the Recyclery have at cost parts or much cheaper than retail but I can't always go that far for parts I mean I'm all about supporting your local bike shop they need to have jobs but after twice feeling ripped off by a $12 inner tube and a $17 pair of pads these are just tiny pieces of rubber.
So...
I'm looking for a good local or at least U.S. based website to buy parts in bulk that I go through quickly.

Side note. Money saved on parts will most likely be put towards a new bike.

Smart Bike Parts is a local shop with a store front in Logan with a large online presence.  Cheaper than anything outside the huge online retailers given their online component, but keeps your cash in Chicago.   

You mention that working bikes, the recyclery, and west town are all too far out for you - where are you located? There's a lot of shops in the city that do price components very reasonably, but no sense suggesting ones that are too far away from you.
