The Evanston Bike Club is currently accepting grant proposals from not-for-profit organizations (501c3) to fund activities or projects that are in some way bike related. These funds are made available as part of the club's overall mission and are derived from the proceeds of EBC's North Shore Century bike ride in September.
Previous grants have ranged from $500 to $3,000 and have gone to organizations directly involved with bicycling (advocacy, safety, education, promotion of cycling) as well as to service organizations (schools, libraries, health care facilities/programs) that have a specific project where bikes or biking play a defined and integral role in meeting the project's objectives. Consideration is given to programs that are funding-challenged and/or address the needs of under-served communities.
Here is a link to the form on EBC's website: http://www.evanstonbikeclub.org/EBC-Fund-Form-2013.htm. Applications are due by March 31. Questions should be addressed to the chair of the Donations Committee, whose contact info is on the application form.

I am not sure if this qualifies, willow naeco donates a lot of her time and money to bicycle advocacy. She makes reflective gear, neck warmers and balaclavas. All on her own time and with her own money. She also publishes The Derailleur Magazine and hosts a craft night every Tuesday, along with hosting assembly parties for all of the winter bike gear. She is someone that does not just talk about making cycling better, she is someone who puts herself out there and gets a job done for cycling. I think she is someone your organization should contact and enquire how you can help her continue her mission.
+1! Sounds like the recipient must be a 501C3m though...I wonder if Bike Winter is one and can be the fiscal agent for her?
