The white headlight goes on the front of the bike.  Red reflector goes on the back.  A quote of correspondence between myself and one of my neighbors after he installed a red light on the front of his bike and a white one on back;

Me, "You need a white headlight.  Red is neither safe nor legal."

Neighbor, "Wow, thanks.  Why did Boulevard advice (sic) me to get that one?"

Me, "You've got them backward.  The lights are fine.  You screwed up the installation."

Neighbor, "Cool."

I'll never understand why people put red lights on the front of their bike.  I don't think red is any more visible, and it gives the impression of the wrong direction of movement to approaching traffic.  Further, the statute specifically required a bicycle to be equipped with a "white headlight."  Red headlight is a violation of Illinois and Chicago law.

Bike salmon with a red light on front has to be about the dumbest thing ever.  Talk about natural selection at work... 

Sec. 11-1507. Lamps and other equipment on bicycles.
    (a) Every bicycle when in use at nighttime shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear of a type approved by the Department which shall be visible from all distances from 100 feet to 600 feet to the rear when directly in front of lawful lower beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.

The color is an indication of the direction of travel.

White is in front. 

Red is the rear.

Just last week I went to pass a rider and I saw a red light on a bike thought I would pass them both. I almost had a head on. This was the night of the FOG. Color is important in placement of your lights.

Thats why cars have white headlights and red taillights, except when backing up... then a white light comes on to indicate direction of travel.

I guess any light is better than none.

Ride safely! a 14 year old was doored this weekend on Lincoln and Pensacola in front of my home. Broken collarbone and four fingers. NO HELMET "I was just going out for a short ride" He will be fine but no Summer sports for him.

I know this is delving into anorak territory for a bicycle list, but reversing lights are not white to indicate direction of travel - they are, simply, there to illuminate the road behind the car for the driver.
