i am looking for a lowrise sissy bar/seat rail like the one below...

 

 

and any busted kiddie trailer has has a functioning attachment arm and coupling.

Hey Eric..

I was just in Nearly New Bikes on Broadway today.  They have a number of bikes there with sissy bar type seats.  They may have some spare parts around.
