Rebuilding a rim

Does anyone know how much would it cost to have someone replace the hub of a rim, truing it and then also make sure the tension of each spoke is good?

I have a 20" rim and I would like to put on a new hub, is it better to do it in a shop?

I actually have all the parts already, does it mean he can do it for free :-P
