Problems exchanging shoes with Chrome Industries?

Has anyone had difficulty doing a size exchange for shoes with Chrome Industries?

I bought a pair of shoes online, but sent them back requesting a smaller size. Chrome claims they have been worn outside (not true) based on some dirt / debris in the tread, and therefore, they won't do an exchange.
