A factor in the populace turning to bikes in occupied countries was due to the Nazis (or Vichy) governments confiscating all vehicles and restricting access to fuel for the war machine. If you were not a member of the Nazi party you didn't get access.
This extended to bike parts eventually, as rubber became scarce (in Burma, Japanese solders just rode on the rims!)
In Holland the bike was so essential to the resistance it is still seen as a device of defiance and liberation for the Dutch people.
The show was on the History Channel titled Third Reich:The Fall.
I have heard someone telling me that in Vietnam, those resistance fighters used plenty of single track in the jungle for staging thier attacks.
