<p>I'm torn on the motorcycles in bike lanes. Is it legal? No, but if they are just passing traffic slowly to get to a light, it doesn't bother me in the slightest (so long as they aren't delaying cyclists).</p>
<p>If they are weaving in and out passing traffic going 25mph+, that's another story.</p>

<p>There is absolutely nothing you can do with a plate number. 311 would just transfer you to 911, so if you were going to try to get police help you should just call 911 directly rather than tie up both systems.</p>
<p>It is said that police resources are allocated to some extent based on number of 911 calls about a particular occurrence, so while remote, that may be one of the most useful options.</p>
