I would try one of the nonprofits in town that sells fixed up used bikes.  West Town Bikes and the Recyclery come to mind.

Did you comb through Chainlink Marketplace yet?  Also there's Working Bikes!  Only thing that sucks is that since it's summer so get ready to fight people since they only open wednesday and saturday.  Windy City Hardware at 33rd and Halsted has cute vintage bikes in the window, but I've never bought anything from them.  

Not sure size but the rider is 5'3 anyone know what size frame I should get ?

Dave, I hope you are taking her with you!  Speaking from the perspective of a rather short woman, it is hard to find a bike that fits just based on frame size.  Unless she is not going to really ride it much, it is really better if she has the chance to try it before you buy it.

I highly recommend vintage (Chicago) Schwinn Suburbans for a great get-around upright bike - rides like a dream. Check ebay or CL or this guy: http://www.mikesclassicbikes.com/  - He restores them and does an excellent job. You can see what he has and what his range is - though I don't think he'd be as low as you want.

I'm 5'3 and I ride a 52. Sounds small, but I think that it's a perfect size. It's easy for me to maneuver, and I love the way it handles. I was hesitant at the start, but I really love the size!

If it's not a surprise gift she should definitely go with you. Cruiser sizes usually are not in cm. vintage schwinns come in 17".
