Those toe warmers are some kind of disposable chemical packs? If so, that does not seem like the most eco-friendly solution to the problem of cold feet. I mean, I guess if the alternative was to commute via a car the planet may be better off. But are those the only alternatives? 

Believe me, I've tried just socks.  All the reviews say that the battery powered "electric socks" under $200 are crap. I wish I didn't have to use these in order to get out in the cold, but I couldn't feel my feet on my return trip from Mount Prospect to Evanston yesterday.  It's a very uncomfortable way to ride. 

It never fails.  Every winter that I ride my feet and hands feel like they'll freeze off.  I'm going to try the toe warmers on my wool glove liners.  I bet they'll be perfect, but I also think keeping them in a bag on my handlebars would probably fit the bill as well.
