but the "beach" and Lake Mi. is part of the Chicago park district so grassy areas, paved areas are ok but water is off limits apparently. 

Are the rules different in Winter? 11pm is park close time officially.

I've always hated the lifeguards that tell me to "MOVE IN!" as I'm approaching 5 feet of water and being a Great Lakes swimmer since the 70's and obviously never drowned how about they work on keeping millions of cigarette butts, bottles, plastic bags out of the water instead of bikers, joggers and surfers.

Not sure if it's dumb luck or mad social skills but every time I've been hassled at Joke St. or anywhere on Chicago's beaches I've gotten away unscathed. I know Capt. Jack got into a hassle with the cops at 59th some years ago but we all worked together to get that spot and a few other locations were made "off-season legal" a couple years ago.

Had a close call last November, when someone called the hook'n ladders on me because I turtled while sailing a Klepper Aeruis II up north... nothing they could do but watch the self-rescue as I redirected in kayak mode to safer shores to make a quick exit.

The key to using the non-legal spots is to get in with the lifeguards, don't stick around very long when you do hit a spot and if you get caught in the water as with anywhere else, do not argue with the authorities, feign ignorance, smile a lot and be very apologetic (go somewhere else until things cool down).
