Most of the popular and readily-available versions of cycling knickers I have seen sell for at least $50 (even on the low end or on sale), which is not exactly inexpensive. If you take a pair of dickies or other cotton pant to a corner dry cleaner, they will hem them to any length you like for around $15. Cleaner look than cut-offs and still pretty cheap in the end.

If you do want to splurge, the Swrve wind and water repellant knickers are probably the most comfortable pants I have ever cycled in. They are pricey (around $100), but I have worn them every day to commute in. They will last for years. That type of longevity, mixed with the daily use I get out of them, justified the cost in my mind. Plus, they are made in the usa by what seems like a pretty cool couple out west. Available locally and online. Swrve also makes classic cotton knickers if the shoftshell look turns you completely off.
This is exactly what I executed.

I went to old navy and found some nice
soft cotton,non-pleated pants for 15 bucks
each. I put some greenbacks down for 2 pair of them....

I took them to my local cleaners,where they
have this South Korean tailor who is kick ass. He is going to knickerize them for 20
bucks

Check out REIs Clearance rack. I've gotten the REI brand 3/4 length climbing pants for thirty bucks.
I also own a pair of lady Swrve knickers and absolutely love them. They are on the pricey side, but you boys are lucky, they have some "oops" knickers at a reduced price bc of a no big deal manufacturing mistake, check em out!
Performance and Nashbar tend to have their own house branded stuff for cheaper...

I usually just wear re-hemmed BDU's myself. Other than my Swobo wool knickers (which I splurged on, but are absolutely the warmest, most awesome knickers I own)
I've grown fond of the chrome knickers (for someone who isn't into brands I have a ton of their stuff, I look like a walking advertisement). While they are expensive, I used for the entire winter, spring and fall. Pretty versatile and comfortable. Plus it's near the holidays, put them on your wish list maybe someone will buy them for ya.
Race Face makes a great pair of knickers (they refer to them as 3 over 4 Pant) that are made almost exactly as the Chrome Shins (style and materials) at a fraction of the price. I've seen them listed at different places for around $50. I actually like them better than the Shins since they have pop-fasteners that keep the cargo pocket flaps over the zipper.
